Adapting Public Administration to Global Crises such as War: Learning from Experience

This research studies how to adapt the public administration system to possible crisis phenomena, global changes, and new technologies. A significant part of the work is focused on studying the concepts of “adaptation” and “adaptive management”. The research also includes several studies by scientists who identified potential crises and challenges for the public administration system differently. A separate part of the work is devoted to studying war as a crisis phenomenon and adapting the public administration system to work in similar conditions. As a result of the research, it was found that in order to form an adaptive system of public administration, it is expedient to use a functional-matrix structure, expand the powers of local authorities, implement elements of the project approach for flexibility in management processes, as well as post-crisis recovery planning.
