The transformation of Kosovo’s healthcare sector relies significantly on the effective implementation of Information System Management (ISM), which is critical for improving patient care quality, operational efficiency, and informed decision-making. This study investigates ISM as a foundational enabler of healthcare reform, highlighting its relevance through insights from global practices and economies undergoing similar transitions. It emphasizes the unique challenges Kosovo faces, including resistance to change, data security, and the need for professional training, while proposing strategic recommendations for effective ISM adoption. ISM holds substantial financial potential, promising reduced administrative costs, streamlined billing, optimized inventory management, and, most importantly, enabling the anticipated Health Insurance Fund to process claims efficiently, manage resources, and ensure transparent financial reporting. This study underscores the transformative potential of ISM in establishing a sustainable, high-quality healthcare system that meets the evolving needs of Kosovo’s population.
