State Promotion of Innovation Activity as a Factor of Ukraine's Investment Attractiveness

The study analyzes the impact of state instruments for stimulating innovation activity on Ukraine's investment attractiveness in the context of European integration. The methodology encompasses comparative analysis of regulatory mechanisms, statistical analysis of investment index dynamics for 2021–2025, and systematization of tax and financial support instruments. A comprehensive state support system, including the “Diia.City” regime, industrial parks, eRobota program, and significant investments mechanism, provides differentiated incentives for the IT sector, startups, and industrial projects. Despite the investment attractiveness index recovery to 2.70 points in 2025, Ukraine remains at 29 % of the EU average, highlighting the need to strengthen incentive mechanisms within the WINWIN 2030 Strategy framework.
