Abstract

Transition takes place over time and involves change and adaptation to new conditions, such as those related to development, social, environmental, and cooperation. Local development encompasses economic and social development within the context of new relationships emerging between society and the state, with the state playing a leading role. Scientific literature identifies social capital as a central element in the interactions and connections that actors create, influencing relevant economic, social, and political decisions. Governments can act to promote social development simultaneously with efforts towards economic development and environmental sustainability, thereby balancing these three elements of transition. Being an interaction and mutual reinforcement. The purpose of this study is to highlight the interaction between local development and transition, as well as between the triple transitions (digital, ecological, and social), and the contribution of social capital to local development. The paper ends with conclusions that summarise the essential elements retained from the present study.
