Analysis of Legal Instruments for Ensuring Professional Development in the Field of Administrative Management

The article analyzes legal instruments supporting professional development in the field of administrative management. The research aims to identify effective regulatory mechanisms and institutional frameworks that promote continuous learning and competency growth among public administration professionals. A comparative legal method and document analysis were applied. The results reveal inconsistencies in current legislation and highlight best practices from selected European models. The findings contribute to improving policy design in the area of administrative human resource development.
