Development of the Human Resource Potential of Public Service through the Prism of European Personnel Management Practices

This study substantiates strategic directions for public service human resource development through European personnel management practices and their adaptation to national public administration. Using theoretical methods and comparative analysis of EU practices, the research demonstrates that effective public service development is based on meritocratic principles, continuous professional development, transparent recruitment, competency-based career planning, KPI systems, talent management, and digital tools. European models emphasize systematic competence development, hybrid motivation, workforce planning, and digitalization. The results provide an integrated model incorporating European HRM principles to strengthen institutional capacity, increase administrative efficiency, and improve public service quality through a professional, mobile, and adaptive workforce.
